Airfield Services & Logistics Experts
COLORADO SPRINGS, Colo., Jan. 29 /PRNewswire/ -- CAV International, Inc., a US Government outsourcing contractor specialized in Airfield Services & Logistics, marked its 10th anniversary in November 2008. CAV’s mission has been to provide the best value in government services with the lowest risk, while maintaining an excellent performance record. CAV has accomplished this by building a professional workforce and management team with proven, cost-effective capabilities. CAV has been able to deliver superior performance to its government customers, typically at an absolute cost advantage compared to larger companies. Over time, CAV intends to grow its business carefully toward the strategic goal of becoming the largest and best independent Airfield Services & Logistics government outsourcing contractor in the industry.
CAV International operates in the growing military outsourcing arena. The US Government is pursuing competitive sourcing and privatization to free up dollars for its highest priorities, especially modernization. This trend has continued since the 1990’s and remains strong today. The armed forces are committed to pursuing outsourcing and privatization initiatives across all of the service branches, as well as in other non-military Government agencies. Competitive sourcing is designed to maximize cost-effectiveness and efficiency, thus enhancing mission capability, by using services available in the commercial sector. The four principal goals driving this long term trend are: 1. sustain readiness; 2. improve performance and quality by doing business more efficiently and cost-effectively; 3. generate funds for force modernization; and 4. focus personnel and resources on core missions, with the government retaining ownership and control of the activity. It is within this arena that CAV has established its strong reputation for quality, reliability, and cost-effectiveness.
Initially founded as a consultancy in 1996, then expanded to an operations company in 1998, CAV International provides technical and labor services in support of US Department of Defense contracts worldwide. Headquartered in Colorado Springs, Colorado, the Company primarily provides air terminal and ground handling services and passenger terminal operations for the US Air Force’s Air Mobility Command (AMC) and commissary services for the Defense Commissary Agency (DeCA). Considered to be experts at Airfield Services & Logistics; the majority of CAV’s contracts currently fall into that specialized arena.
CAV International’s employee base at the end of 2008 consisted of a well trained workforce of 325 full-time personnel, operating across 19 time zones around the world, from Alaska to Japan. The Company’s seasoned management team has on average over 20 years of contract management and logistics experience, with a heavy career focus on Airfield Services & Logistics. Most leaders and technicians in the company are ex-military. The Company’s excellent track record and business principles make CAV International one of the contractors of choice for the USAF, other branches of the military, and Government agencies.
Carroll Vaughan, founder and CEO of CAV International, said: “We are experts at Airfield Services & Logistics. CAV International provides air terminal and ground handling services and passenger terminal operations for the US Air Force’s Air Mobility Command, the air component of the US Transportation Command (USTRANSCOM). Located at Scott AFB, Illinois, USTRANSCOM provides air, land, and sea transportation for the Department of Defense, both in time of peace and time of war. AMC provides strategic and tactical airlift, air refueling, and aero-medical evacuation services for deploying, sustaining and redeploying US forces wherever they are needed. Many special duty and operational support aircraft are also assigned to AMC (including Air Force One). AMC's air fleet provides swift response as an element of America's global reach. We are proud to be contractors for these major commands, and are extending our reach to other commands, branches of service, and specialized Government agencies.”
“In our airfield services and logistics operations, we provide skilled personnel, supervision, equipment, and liaison support for in-bound and out-bound air traffic at numerous bases. We are the ground operations partner to the Air Mobility Command and other major US Government organizations. Functions performed under these contracts include Program Management, Air Terminal Operations, Transient Alert Services, and Cargo Operations. Our cargo operations consist of commissary shipments, transient loads, or installation shipments, which we process using various types of materials handling equipment to off-load aircraft, transport to holding areas, and upload out-bound transporters. We perform anti-hijacking briefings for all outbound passengers, inspect carry-on luggage and perform random inspections of checked baggage. Additionally, we provide all personnel and supervision necessary to operate a Centralized Baggage Service Center, re-routing misrouted or lost luggage to its correct destination or processing customer claims for lost luggage, Air Force wide. The principal functions performed at our terminal centers include Program Management, Passenger Service, Claims Processing, and Funds Management.”
Mr. Vaughan further explained: “CAV International also provides commissary services for the Defense Commissary Agency (DeCa). DeCa operates a worldwide chain of commissaries that provides groceries to military personnel, retirees and their families. CAV does the whole job, such as shelf stocking services, inventory control, program management, warehouse operations, equipment maintenance, and custodial services. We pretty much help the military run the commissary.”
CAV International is capable of providing transportation and logistics services within a broad array of North American Industry Classification System (NAICS) codes, and is continuously adding to its capabilities in order to provide a broader range of services to the Government.
CAV International points toward several competitive advantages in its operations, namely:
- Superior name and reputation: CAV International enjoys a long-standing (10+years) reputation for its focus on safe execution, offering reliable expertise, and providing superior customer support. The Company is well known for its diligence in meeting the needs of large, complex, fast track projects. Safety is a driving force in CAV’s business practices.
- Rapid Response (R2) Contract: CAV International is a proud member of both the LSI and TAMSCO teams for “R2,” prime contractors for the US Army Communications-Electronics Command Rapid Response (R2) contract. This provides federal managers with a rapid means for acquiring support in the areas of integration, modification, testing, maintenance, logistics, and services.
- International reach: CAV International’s skilled workforce is capable of providing technical and labor services in support of Department of Defense operations both domestically and abroad. The majority of CAV’s current operations are conducted in far flung international locations, from Japan to Kuwait.
- Critical mass in a specialized niche: The Company has grown steadily, with excellent competitive differentiation, so that it now has substantial market share in its very focused field of Airfield Services & Logistics.
- Strong historical sales growth: Since 2005, CAV International has achieved compound annual growth rates in revenues of over 125%. CAV has accomplished this through superior performance coupled to cost efficiencies and a highly experienced workforce.
- Growing market for the Company’s services: The outsourcing and privatization of infrastructure and other Department of Defense services is expected to remain strong due to the private sector’s ability to provide quality goods and services at lower cost. Focusing on its core competencies and contracting out or privatizing other processes saves the Department of Defense billions of dollars annually in support costs. Boeing recently published an estimate that Government Outsourcing will be a $400 Billion total market over the next 10 years. CAV is well positioned to grow with that rising trend, both independently and teamed with larger prime contractors.
